It is further the purpose of this district to prevent the deterioration of the Flora central business district as the result of inappropriate land uses and incompatible architectural design. This district is intended to encourage the development of selected commercial activities that are compatible with historic structures, single-family detached residences and public/quasi-public sector uses. It is also the purpose of this district to preserve property values in the FS district by requiring that any person proposing new buildings, additions to existing buildings or rehabilitation of/repairs, including painting, to existing buildings to not only comply with the Building Code but also submit an application for Site Plan Review.
