Bala Cynwyd, located between City Avenue and the Schuylkill River, is a residential and commercial Bala Cynwyd neighborhood with a hillside setting and a riverfront edge. The neighborhood reads as classic Main Line: stone colonials, mid-century apartment towers, and office campuses along City Avenue. The character concentrates around City Avenue at Bala Avenue, where storefront plazas, cafés, and everyday services meet steady commuter traffic. Community pillars include the historic Bala Theatre, the Barnes Foundation’s Saint-Gaudens sculptures at the former Merion campus, and the Cynwyd Heritage Trail’s trailhead. River views and the Manayunk Bridge frame walks and bike rides. SEPTA’s Cynwyd Line station adds a rail link in a compact footprint.

RHR
Rock Hill Road District
The Rock Hill Road District RHR is established to encourage the redevelopment of the existing underutilized industrial corridor into an economically dynamic, attractive gateway to Lower Merion Township. The RHR is designed to promote the health, safety and welfare of the citizens of Lower Merion Township by using pedestrian-oriented design; promoting mixed-use redevelopment that is attractive and appropriate to the area; protecting existing natural features; and improving traffic flow and pedestrian and vehicular safety. These general goals and objectives include the following specific purposes: Welcome residents, visitors and workers to the Township, providing an attractive destination and link between the residential areas near the corridor and the Schuylkill Expressway, Schuylkill River and Manayunk Neighborhood of Philadelphia; Encourage location-efficient, pedestrian-oriented design and development consistent with high standards of architecture and design; Support new development that includes a diverse mix of pedestrian-compatible, higher density residential and nonresidential uses, expand economic development opportunities and minimize distances between destinations by requiring linked pedestrianways and pedestrian-oriented access; Provide incentives for the creation of mixed-use structures in keeping with the character and scale of the corridor, while using development design guidelines to promote compatibility of uses and stimulate pedestrian activity; Maintain a scale, balance and variety of residential, nonresidential and recreational uses; Promote the livability and identity of the corridor as a neighborhood by providing for dwellings, offices and other workplaces, recreational amenities and neighborhood-scale retail in close proximity to each other; Enhance the visual character and physical comfort of the district by minimizing pedestrian and vehicular conflicts and encouraging the ability of pedestrians to walk or cyclists to bike to uses within the corridor.
